Poppy Sweeting is another of the characters in Hogwarts Legacy who will have a relationship questline that you’ll have to complete.

Poppy Sweeting’s relationship questline will become available after you’ve completed the main quest “Fire and Vice,” in the latter part of the game’s story campaign. Fire and Vice is the 30th - out of 40 - mainline quest.

Once you’ve completed that quest, not too long after, Poppy will message you asking you to meet her at The Three Broomsticks in Hogsmeade. 

At this point a side quest with a speech bubble icon will appear in your quest log, that quest being “A Dragon Debrief.” Once you’ve done that another quest will unlock, and so on. Finish all 4 relationship quests and the questline will be complete.
