    Upgraded all City Facilities to maximum.

    To upgrade City Facilities you must have Officer Cards. While in your City, press to access City Menu and select "Upgrade City". Each card upgrades a respective facility at a certain rate, obviously the higher ranked the card, the faster the rate of upgrade.

    You need to fully upgrade each facility to Level 5 (Full Bar). To know if it's fully upgraded, the upgrade progress bar will dissappear once it reaches maximum, and you will receive a rare material from the facility owner when you talk to him/her.
