    Fill every slot in a perk board.

    You have to reach Kit Lv7 to unlock the entire perk board for that particular Kit. Here's a screenshot showing an example of a completed perk board:
     

    Most of the perks are unlocked by levelling up a Kit, finding them in hidden caches and buying them from SSGT Park in the Armoury onboard the Endeavour but some are available by default.
