You technically only need 1 of those to make them. Having more than 1 though increases different things.

For example, the more Bottlecap Mine schematics you have, the more mines you'll produce with 1 set of ingredients. The Railway rifle's initial repair condition is determined by the number of schematics you have. They all benefit from having more, but are not required.

Can you make all of the different weapons any time? Or can you screw up and have to reload to an earlier point or even start a new game?

They can be made when ever you want to make them. Doesn't matter when, they cannot be missed.

do you need to have the bobbleheads on you to use their powers or do you just need to collect em and keep em in your house?

No you'll still have the schematic in your notes once you make the weapon. You could make as many weapons as you want from that one schematic.
