Default How do you make Smough's Hammer work?

I've pumped strength to 58 and enjoying the one-hand hammering, but the problem is the hammer don't stagger larger enemies, which makes you always take damage if distance is too close. And the damage isn't high.

Just wondering have they thought this through when FROM made the game (Apperantly not from what I can see like Magic shield, walk of Pusease)?

P.S. I know currently 58 strength is useless without good scaling, just "playing" the game.

FROM didn't think anything through, or test anything when it comes to the combat and balance of DS. That much is obvious from all the overpowered shit and glitched crap in the game.
Poise kills everything in this game. Most dumb stat they could have added.
