It means (I think) that the players host the games, so if your playing with someone from your own area / country you will have a great connection but playing against someone from the other side of the world hosting a game could make it a bit laggy Link to comment Share on other sites More sharing options...

Although I do remember playing spec ops in Modern Warfare 2 with someone in Europe(I'm in the U.S.) and there was a little bit of a lag, but it was still playable.
