You do not have to spend your time sifting through the off topic forum(Why would you even do that?!), you do however need to at least search properly before creating a thread. A refusal doesn't cut it. Advanced Search > Search Titles Only > Search Phrase > Recent threads galore You need to start using the search function before creating your threads.
